UK Patients Face £75-Per-Night ‘Hotel’ Charge For Hospital Beds – Report – 7 October 2014

RT logoBritish patients may be asked to pay for their hospital bed and board if the UK health service’s growing financial crisis remains unaddressed, a senior health service official has warned.

The NHS confederation, a body which represents NHS providers and commissioners, warns the health service must make some very difficult decisions.

NHS Confederation chief Rob Webster suggests that coherent plans to issue charges to UK patients for hospital accommodation have not been orchestrated. But an anonymous senior NHS source has been quoted by the Independent as saying the fee for bed and board could be means-tested and would likely cost patients £75 per night.

Russia To Force Card Issuers To Use Domestic Payment System – 7 October 2014

RT logoTwo Russian deputies have submitted a bill to the State Duma that would require all foreign and domestic payment card issuers to work exclusively with the new National Payment System in Russia.

National System of Payment Cards (NSPC) will be an operational and payment center, banks and international payment systems shall interact only with NSPC – we need to understand what processes are happening in the territory of Russia,” Vedomosti quotes Marina Mukabenova, one of two deputies who submitted the bill.

Some countries, like Turkey, are already using such a scheme, Mukabenova said.

UK Crime Agency Seeks Total Access To Citizens’ Emails, Social Media Content – 7 October 2014

RT logoThe UK’s top law enforcement officer says Britons must be prepared to sacrifice their freedoms online if they want to be protected from terrorists and cyber criminals. This includes giving authorities access to private email and social media contents.

Speaking to The Guardian, the director general of the National Crime Agency (NCA), Keith Bristow, warned that the UK’s biggest threats are becoming increasingly focused on the web, and that authorities had not done enough to persuade the public that greater oversight of their online activity was necessary.

He told the newspaper that existing methods of monitoring communications had to be “modernized” and that the NCA, which is being touted by the government as Britain’s version of the FBI, was “losing capability and coverage of serious criminals”.

While Bristow did not outline plans to increase the monitoring of web activity, digital watchdog Open Rights Group (ORG) expressed concern that, while it welcomed public debate about sureillance of personal communications by the police and intelligence services, “so far the government seems intenton simply increasing its powers to allow unchecked whole population profiling,”

US Lifts Sanctions On Turkish Arm Of Russia’s Biggest Lender – 7 October 2014

RT logoThe US Treasury Department has taken a bank off its “naughty” list, Turkey’s DenizBank, a subsidiary of Sberbank. Russia’s largest bank was placed under sanctions in September, and now DenizBank is no longer blocked from American capital markets.

Istanbul-based DenizBank fell under sanctions because it is more than 50 percent (99.85 percent) owned by Sberbank, which acquired it in September 2012. The Department of the Treasury sanctions apply to any bank that is majority-owned by a sanctioned Russian bank.

Sberbank acquired Denizbank, Turkey’s eighth largest, from Belgium’s Dexia for $3.5 billion, as part of an effort to grow outside the former USSR.

Ohio Open-Carry Supporters Bring Guns To Walmart Police Shooting Protest – 7 October 2014

RT logoExercising the state’s open-carry laws on firearms, Ohio residents brought their guns to a Walmart store to protest the officer-involved fatal shooting of African-American shopper John Crawford.

About 40 people rallied on Saturday in front of the Beavercreek Walmart to demonstrate against the death of Crawford, 22, who was shot to death by police inside the store on August 5.

Members of the Ohio Open Carry group carried signs which read, “I am John Crawford” and “Serve and Protect, Not Serve and Kill.” They came to show solidarity with the Crawford family, and to protest the policies of the police department.

Some of the demonstrators were openly carrying firearms, including rifles, but were told by organizers not to bring ammunition to the rally. A few of the protesters also walked into Walmart armed, according to local NBC affiliate WDTN.

Homeland Security To Scan Federal Computer Networks Without Prior Authorization – 7 October 2014

RT logoAfter failing to identify the potentially disastrous Heartbleed bug, the United States Department of Homeland Security has successfully lobbied to have the ability to conduct “regular and proactive scans” of civilian agency systems.

Beth Cobert, the deputy director for management at the White House Office of Management and Budget, wrote on Friday that “growing cybersecurity threats,” including this year’s Heartbleed bug, have prompted the federal government to embrace better tactics aimed at ensuring the computer networks used by agencies stays secure.

“In a rapidly changing technological environment, we must have robust procedures, policies and systems in place to protect our nation’s most sensitive information,” Cobert wrote in a blog post first published last week by the White House. To accomplish as much, her office has announced the establishment of a new process that subjects civilian agency networks to greater scrutiny.
