Ukraine Peace Plan: Withdraw Military Hardware, Exchange POWs, Open Corridors – 5 September 2014

Both sides in the Ukrainian conflict have agreed to “all to all” prisoners of war exchange, hardware withdrawal and humanitarian aid access to the area. Kiev and rebel troops laid down arms as the main agreement – ceasefire- came into force at 15:00 GMT.

The contact group in Minsk agreed on three key issues: ceasefire, exchange of war prisoners and humanitarian aid access, OSCE envoy Tagliavini told reporters.

“We continued consultation and agreed on other issues. Among them are the ceasefire, the withdrawal of troops and the “all to all” exchange of prisoners,” she said.

At Least 4,000 Troops: NATO Approves New E. Europe-Based Spearhead Force – 5 September 2014

A new rapid reaction force, likely numbering at least 4,000 and ready to be deployed within 48 hours, will be created in Eastern Europe, after a decision by the 28 NATO member states following a conference in Wales.

“This is a demonstration of our solidarity and resolve,” said NATO Secretary General Anders Fogh Rasmussen as the summit, largely dedicated to Ukraine, and attended by the country’s President Petro Poroshenko, wrapped up.

“Should you even think of attacking one ally, you will be facing the whole alliance.”

NATO said the reason for the new unit is “a security environment which is more unpredictable than ever, including Russia’s aggression against Ukraine, violent extremism in the Middle East and instability in North Africa.”

EU Admits Putin’s Comment On ‘Storming Kiev’ Taken Out Of Context – 5 September 2014

The EU has admitted that Vladimir Putin’s words about “taking Kiev in two weeks” had been “made public out of context,” said a spokeswoman for the European Commission President in a written response to The Wall Street Journal.

José Manuel Barroso’s spokesperson Pia Ahrenkilde-Hansen said on Thursday the EU is going to address the issue “through diplomatic channels, not in the press.”

“I can only add that the president of the Commission informed his colleagues in the European Council in a restricted session of the conversations he had with President Putin. Unfortunately part of his intervention was made public out of context,” Ahrenkilde-Hansen wrote to the WSJ.

Kiev, E. Ukraine Militia Sign Ceasefire Agreement – 5 September 2014

Kiev officials and representatives of the two self-proclaimed republics in southeastern Ukraine have agreed to a ceasefire, as the contact group met behind closed doors in Belarus.

Ukrainian President Petro Poroshenko has confirmed the ceasefire agreement on his Twitter account.

UK Says New Russian Sanctions Could Be Lifted If Ceasefire Holds – 5 September 2014

UK Foreign Secretary Philip Hammond said new sanctions against Russia could be lifted if the warring sides in Ukraine’s conflict agree to honor a ceasefire, the details of which have now been finalized. Germany echoed the sentiment.

Negotiators from Kiev, E. Ukraine self-defense forces, Russia and the OSCE are in Minsk, and a ceasefire between the warring sides has been signed as of Friday afternoon. The ceasefire, which will come into force at 6pm, could eliminate additional sanctions being imposed on Russia from the EU.

“If there is a ceasefire, if it is signed and if it is then implemented, we can then look at lifting sanctions off but … there is a great degree of skepticism about whether this action will materialize, whether the ceasefire will be real,” Hammond told BBC TV.
