A ‘Normandy Four’ meeting may be held in the Belarus capital as early as Wednesday, the German government said, following a phone call between Vladimir Putin, Petro Poroshenko, Angela Merkel and Francois Hollande.

The leaders of Russia, Ukraine, France and Germany held a joint telephone call this morning, the German government says.

“In [the call] they worked further on a package of measures in the context of their efforts on a comprehensive settlement of the conflict in eastern Ukraine,” Steffen Seibert, Germany’s government spokesperson, said in a statement.

Hollande, Merkel Go To Moscow |To discuss Ukraine Without Consulting US – Report – 6 February 2015

German Chancellor Angela Merkel and French President Francois Hollande did not consult Washington before deciding to visit Moscow to hold talks on the Ukrainian crisis, a source in the French government told AP.

The two leaders, who are part of the so-called ‘Normandy Four’ group along with Moscow and Kiev, decided on a trip on Wednesday night, an unnamed French government official said. Merkel and Hollande are due to arrive to the Russian capital on Friday, the next day after visiting Kiev.

“Together with Angela Merkel we have decided to take a new initiative,” Hollande told a news conference on Thursday.

Merkel, Hollande, Putin To Discuss End To Ukraine’s Civil War At Moscow Talks – 6 February 2015

The French president and the German chancellor are set to visit Moscow on Friday after a trip to Kiev, in order to find a peaceful solution to the escalating violence in Ukraine, the Kremlin has confirmed.

“I can confirm that indeed tomorrow [Friday] Putin, Merkel and Hollande will have talks. The leaders of the three states will discuss what specifically the countries can do to contribute to speedy end of the civil war in the southeast of Ukraine, which has escalated in recent days and resulted in many casualties,”Russian presidential spokesman Dmitry Peskovsaid.

The leaders of Germany and France met with Ukrainian President Petro Poroshenko in Kiev on Thursday. After the meeting, Poroshenko said that the talks indicated that a ceasefire was possible in eastern Ukraine. He also thanked EU leaders for their “unity and solidarity on the Ukrainian question.”

The Government insists it will proceed with the fiscal treaty referendum even though Germany is delaying its ratification as the fallout from the French and Greek elections continues.

A spokesman for Taoiseach Enda Kenny said the referendum would proceed as planned, saying: “We’re looking forward to a positive outcome on May 31.”
